I don't see anything about a breathalyzer. Was he too drunk or too high?

For the last 6 months or so Ortiz's snapchat stories has been looking like some poormans Cheech & Chong type ****. Although when I see more than just hands on weed or smoke I've only seen Ortiz's brother smoking & never Victor.

Maidana really ruined this kid's life, he sent Ortiz on a downward spiral.
