              I agree, it is definitely a sign of something suspect. VADA is cheaper than USADA and USADA never really busted anyone. VADA busted tons and tons - Notice rich promoters and fighters going with USADA, that's a tell.

                Until there is 24/7/365 testing it's a flawed system so I can't give too many f#cks when guys aren't being supportive of that flawed system and enrolling. And I'd even go a lil further and suggest the banned substances list needs some adjustments and deletions or just a more forgiving protocol when a athlete has a legit reason to have something in his system or when something is found in his system due to tainted supplements.
