In a nutshell, the article says Fury couldn't make it to the press conference because his car broke down on M6(I believe it is UK's version Interstate/Expressway) & his phone battery died so cannot be reached..

Let's face it, even if Fury chose to not attend the press conference would you think Wlad would think any less of a threat than he is? Hell no..
