As for the NSAC, they are a sanctioning body, not an anti-doping agency. One of their representatives (whose name escapes me at the moment) publicly stated that it wasn't an "anti-doping issue", but rather a regulation issue. In short, if Pacquiao's management would've checked the correct box, then their request would've been approved.
