He was reacting to Brook being a welterweight. He had no idea until now that Brook was actually heavier than him! If you asked him again now, he would have a different answer. He was just answering off the top of his head back then, not being a boxing scout. He heard Brook, knew Brook fought at weltweight, and said "well welterweights are smaller than me." He didn't realize many of them actually scale down from higher weights than him, like Brook or Floyd who struggled so much to scale down to 147 after possibly juicing all camp, he had to take IVs to rehydrate and probably mask the PED use.

GGG doesn't have to do those things because he has the skills and power to fight around his normal weight, so he didn't understand what these other fighters were doing.
