Vacant as in, there's no lineal champ so a new one can be established via #1 vs #2, like you suggested. But now you know Canelo is the reigning lineal champ so Ggg would have to take it from Canelo to become lineal, right?

It's not a joke. Canelo beat the man who beat the man who beat the man, period.

GG has to establish a new lineage and the only way that he can do that is to ask the WBC to establish who the number 2 guy I s, fight him and beat him because Canelo ducked him and the WBC gave the title to GG. You can hand a guy a title, but he still won't be listed on the list of lineal world champions.
