IV's are illegal only under USADA/VADA (without a TUE) rules which aren't a requirement.

I've always personally believed that the whole HOF label is just a pointless award it really doesn't go for much it's more like a popularity contest than an actual sign on the level of talent possessed by each fighter.

Floyd DIDN'T have a TUE when he got that IV.

Floyd was fortunate to get USADA to throw this under the rug and save Floyd's Arse! Well, it didn't come cheap. Floyd's reps paid USADA well. Real well!

While Floyd was allowed to get an IV, USADA was going around other organizations telling them that they could no longer rehydrate by way of an IV because its banned. Yes, even if they need to rehydrate 10-15-20lbs ..... Floyd had to rehydrate just 1-2lbs and needed an IV.

Yawnnnnn..... go check WADA's rule book that existed well before this fight was made. Pay special attention to the part about retroactive TUE's. And even Hauser admits nothing was thrown under the rug since USADA was with him well before the IV. By the way, IV's are not taken to manipulate urine tests. There's a specific gravity test to make sure the sample isn't too diluted. Since you have been so interested in this topic, I'm sure you know by now that he was only responsible for a urine test on May 1st, not a blood test.

So it's pretty ****** for you to keep talking about him trying to manipulate his blood test....when the blood test was given over 24 hours later.
