The biggest question is why did Arum change his mind about Crawford? He was in the news prior to the Postol fight and said he called Pacquiao directly and has agreed to fight his protected son Terence.

Two reasons why:
1. Arum felt Crawford is not ready for a Pac fight because of the running he did in the Postol fight.
2. His team is not easy to deal with in the negotiating table bearing in mind Crawford refused to fight Postol unless it's PPV. Arum felt he'll most likely demand what Broner and Garcia want.
Had Crawford showed willingness to fight Pac, Arum would have went for it. Instead, Crawford's manager gets angry just the mere mention of Pacquiao's name.
