            That was Sapiyev, Daniyar was at 64 back then, the kazaks own this division since 2004

                No, Roniel Iglesias won it at 2012 and I remember him fighting Yellesinov in WSB in Kazahstan where I thought he won but I am biased.

                    Roniel won it in 64, the kazaks owns the welterweight division since Artayev stopped Saitov to become a three time gold medallist, and beat Aragon in the final.
                    Sapiyev won it in london, winning the val barker.
                    And i forgot the name of the guy who won it in beijing, but he beat Carlos Banteux in the final.
