This is what happens when you take two guys who have scarcely fought a top opponent in their entire careers and expect more than hardcore fans to flock to their TVs. Frampton has had one relevant fight before this, Quigg, but none besides that, and had never fought on US television as far as I know. Santa Cruz has had one relevant fight before this, against Abner Mares, who had already been knocked out and hasn't been the same at 126 since.
So what do you expect? It has nothing to do with the TV Networks. It was a great fight but these guys have never been in important fights before, so why would fans know them? If Haymon actually built on this momentum, and put them in with Russell, Rigondeaux, Donaire, Valdez, maybe Gamboa coming down to 128 for a fight, Lomachenko, and so on, make all those fights back to back, one every 4-5 months, then by the end of a 5-7 fight streak of relevant fights, including rematches, the guys who come out at the top of the division will be stars, and they will get ratings again. But just making one good fight, that isn't even the best guys around the weight class like Rigondeaux, Lomachenko, maybe Valdez, every 5 years is not going to build hype or fan interest no matter what channel you put it on.
