Loma is very far from being p4p top 10 but he can get there if he unifies titles at 130 and does a job at 135. I think it's likely that he'll skip 130 and just go to 135. If he can absolutely hammer a champ there, someone like Linares or Crolla then he gets ever closer, probably on the fringes of a top 15.
But all this p4p talk is a bit of rubbish because fighters should be aiming to be the best in their division and beating all the other guys calling themselves champion. The whole idea that a guy calls himself p4p or someone ranks him p4p and he isn't even the only title holder in his own division is a sad joke.

Elite are the best of the best and only very few exist in any era's boxing scene. Most top fighters are just really good fighters and not elites. So has Loma defeated good boxers? the answer is yes.

the loss to salido isnt a decade ago, and he fights relatively the same. He is sitting down on his shots more and I love his footwork

As of today, he holds a win over rocky Martinez(good fighter but no one I'd consider elite, also Mikey Garcia blitzed him years ago).....Gary Russell Jr(good win, he is improving as a fighter) and the rest are relatively unknown
At the moment these are the top 10 fighters in the world. They are in no particular order but I weigh resume and level of opposition as heavily as skills and the eye test. Also notice that every single fighter ranked, is or were the # 1 guy in their respective division(others are new to a division but were # 1 in old division) and to get their you have to fight the best. The eye test only gets you so far. Any elite fighter will look like an ATG vs lesser opposition

GGG, Loma, Inoue(I dropped him made room for crawford), Degale are one big win or two from breaking into the top ten
He can be in the top 10 with his shutout of Russell Jr, and his destruction of the weight drained Martinez. His resume lacks depth but Russell Jr. is a comparatively better opponent than anything on the resume of Gonzalez, Estrada, and Inoue. And while I don't think none of the three would lose to a Salido type of old warhorse, I give Lomachenko a little pass due to it being his second pro fight, he took the L, that's on him. He is a better professional fighter now though, then he was in his second fight.
But he dominated a undefeated and future world champion and current #1. feather weight in Russel jr...then he jumped up in weight @130 and dominated in Brutal KO of the Year champion Rocky Martinez ; all in less than eight professional bouts...consider who he beat in the amateurs Oscar Valdez now a champion @126...Sergey Vodopyanov who beat McJoe Arroyo and Gary Russell jr ; and Felix Verdejo who is now in title contention @135...but disregarding his amature record a case can still be made on what he has accomplished in less then eight fights, it really remarkable.
