Conte is the most vocal PED king about Olympics and sports. You don't think HBO & affiliates couldn't consult with Conte in three months on AT LEAST fictional scenarios on how to do it 2015 on top of Floyd "buying out" USADA to have the spotlight on himself?

This means an athlete can obtain a Tue retroactively - EVEN THOUGH A TUE MAY BE REQUIRED IN ADVANCE - simply because there was not enough time for the application and approval to be processed.
