He's tried to fight Quigg, Frampton, Santa Cruz and everyone else.
All he can do is fight the most willing guys in the division. ****ens is a British champ, it was a chance to show his talent to a new audience in the UK and make some decent money.
Because no one will fight him. This is a big problem in boxing right now where extremely talented fighters who aren't Mayweather-Pacquiao type stars are simply avoided and no one does a damn thing about it. We've seen it with Rigondeaux since he beat Donaire, we see it with Golovkin and the middleweight division, we see it to an extent with Luis Ortiz at Heavy.
This is why I disagree with people who say belts should have no value. Of no one cares about the belts then guys like I mentioned can't get bigger fights. When people can just drop a belt, or not participate in title elimination fights, we end up only with prize fighting and not much of a sport.
