Yes, if that uppercut is thrown by someone relevant to the top of the division, not Andre Berto.

Welterweight is fairly weak atm, if Garcia can have any success against Pacquiao then it'd somewhat legitimise the top of the division, which consists of fairly unproven fighters in Thurman and Porter, and Garcia who has yet to do anything at the weight.
