Right? If you look at the WBO (Top Rank) ratings, Jesse Vargas is the Top Rank/WBO champion. The mandatory challenger is Pacquaio, even though he is officially retired and Timothy Bradley is the number 2 ranked challenger. They are keeping it in-house. So, whoever wins between Vargas and Pacquaio will have to defend against Bradley in a rematch.

Errol Spence is ranked number 3, but he will never get a shot at the title because whoever loses between Vargas and Pacquaio will automatically leapfrog Spence and be inserted as the number 2 contender behind Bradley.
