Cotto is very skinny when he's not fighting. So he can make the weight at 147 if he wants to. He's not like guys like Maidana who gets fat when they don't have any fights lined up.

I doubt very much that Cotto makes 147 at his age!
If he could make it without stress he would sign to fight Marquez and probably stop him!
Marquez was hurt against Tim and prior to stopping Manny he was hurt in the previous round. Cotto punches harder than Tim and Marquez doesn't hit hard.

Marquez asking for 147 tells me he doesn't want Cotto. If he did he could meet half way between 154 and 147! (150.5)
And make it a 10 round fight, these guys aren't the champions anymore!
