I'm not exactly sure but I think it similar to the time Michael Jordan was left out of certain NBA game rosters - he was such a big entity he would license himself exclusively. Most companies aren't going to pay outrageous amounts for one name when there are literally hundreds of others to choose from.

OOOR maybe they just don't consider him a legitimate contender or something, but then why have dead and retired boxers.

Yeah, he still has to be the star of the show.

They COULD use a fake name but risk litigation. I think we'll all just have to be content with the create-a-boxer's (lack of) options.
