Who are we kidding? There's absolutely no reason in the world why a fight can't happen if you want it. Bottom line is team Spence felt that he was not ready for Brook yet. They grabbed on to this silly mandatory excuse which turned out to become non existent. Even when they knew the Russian mando was no longer there, they didn't do anything to pursue the Brook fight.

This is not rocket science. Lesson to be learned is stop dropping names that you can't handle when your bluff is called.

Wasn't even any chance to make the fight after he destroys Algieri because IBF quickly ordered Spence to fight Ponomarev in a Eliminator so I do see how or where anyone had time to "Turn Down A Fight"
