After actually paying his PI taxes, paying Koncz, Roach, Arum, and financing his 300-person caravan (which was advance covered by Arum), I doubt that Pacquiao cleared $30m since 2013 (plus whatever upside he actually got on the Mayweather fight).
The BIR suit basically assumes that from 2008 through the date in question, Manny Pacquiao didn't pay his PI taxes, on top of which he was assessed tax penalties and interest (the fact that, over 5 years after the fact, Pacquiao has still yet been unable to produce receipts for US tax payments, which would offset the bulk of what's owed, let's you know that some funny business has happened).
If Pacquiao, as things have looked for some time now, really didn't pay his taxes (Top Rank using the foreign fighter gimmick of only disclosing a small portion of the purse in the US, with Pacquiao thinking that that was enough to keep all taxing authorities away), he's screwed himself.
Senator or not, Pacquiao's assets are gonna be liquidated, to cover what he owes (likely beginning things with selling off whatever assets he had in the US, before moving to his PI assets, hopefully with enough in parts to keep his home.
