How many times did Algeri find his back to the ropes.
Cutting the ring off is getting your opponent to the ropes or corner. What Manny is not good at is keeping them there which is a totally different skill that people who dont know **** about boxing think is cutting off the ring.
It has nothing to do with being smaller it has to do with being a southpaw. When the angles are open there is inherently an open escape. Even the arguably best ever at both cutting of the ring and keeping their opponent on the ropes, Chavez, could not finish a badly beaten Camacho because he could not keep Camacho on the ropes.

A southpaw fighting an orthodox fighter is a mirror image of an orthodox fighter fighting a southpaw. So whatever is difficult for an orthodox fighter against a southpaw will be difficult for a southpaw against an orthodox fighter.

Even Roach said he didn't cut off the ring in the Algieri fight.
"Roach also noted that he is trying to get his famous charge to bend more inside so that once he break the perimeter he can launch the signature multiple combinations that made Pacquiao the boxing icon that he is. Pressed as to why he couldn’t do that against the relatively inept but fast moving Algieri away, Roach revealed, “Manny didn’t cut off the ring but just followed him around trying to land that one big shot, that one big left.”
