Buffer is a huge celebrity. It is possible he didn't want to be associated with this promotion given what Manny said. He is an independent contractor so Hearn may have paid him more to go to London.

Arum was probably assuming on low revenues from this fight, in spite of being contractually bound to Pacquiao's $20 million pursue -- must cut costs wherever possible.

This. I don't think Buffer's rate is THAT much all things considered, but I'm sure if you are worried about 300k PPV buys its a cost you can do without.

Buffer was at the other fight because they paid him, he goes where the money is. The real question was his normal fee raised to appear as part of a bidding war that arum lost? Or did arum and company simply not want him because they went cheaper to try and limit their losses for a ppv that most felt was going to struggle anyways.
