That is not correct. Anyone who insults a group of people or puts he or she above a targeted group of people based on race, ethnicity, or nationality is making a racial comment/slur/remark. It is an umbrella definition in society for categorizing a single social aspect.

That is why a number of Broners comments toward Mexican's were CATEGORICALLY DEFINED as racial/racist remarks, JUST AS MUCH as Don' Imu's calling a women's basketball team "Nappy-headed Ho's" was CATEGORICALLY DEFINED as racist remark. No difference, and in fact, in both cases, a race was involved, the source race, though not needed for defining a racist remark.

And in the case of nationality and ethnicity, if one side is defined by race and another by nationality or ethnicity, a race is still involved. A RACIAL REMARK can be based on the source race, not just a targeted race or targeted ethnicity, or targeted nationality, etc., or no race at all.
