All of this unnecessary nonsense would be eliminated if boxing would go back to same day weigh-ins. Everybody b1tches and moans about catchweights. But, the reality is, most of the guys now are fighting a weight class or two below what they could legitimately make if they were forced to turn around and fight in 12hrs or less.

Same-day weigh-ins don't eliminate guys draining themselves. 30-day and 7-day weigh-ins (like the WBC does) and weigh-ins on the morning of the fight (like the IBF does) are techniques that make sure guys aren't fighting multiple weight classes above their real weight.
This situation (if indeed Russell can't make the 30-day weigh-in) is a perfect example of the system working. Now Russell will be pressured (if not forced) to move up in weight.

Russells a spoiled brat. Strip and teach him a lesson. All these young guys think theyre bigger than they actually are when they havent the accomplishments. This dudes no Mayweather and doesnt have that kinda leverage over sanctioning bodies....they all try to be like Floyd not knowing how much work he put in to get his status.

If Russell doesn't make the weight or the fight is cancelled and Russell is forced to vacate then Top Rank should think about having Oscar Valdez fight for the vacant belt.
That would work out well for them. Lomachenko won't have to vacate and now Top Rank gets another belt at 126, then Loma and Valdez could unify.
Valdez is rated number 3 by the WBC, so he is very well in line for a title shot and I would favor Valdez over anyone at 126 except Loma right now. I think a Russell fight would be 50-50, but from the looks of it Russell may not be a 126 for long.
Let's see what happens with Russell first.
But this is a great opportunity for Top Rank to capitalize on.

I hope Top Rank can make it work and somehow get Valdez the shot first. I just don't like what they are doing with Lomachenko.
Even if Mares and Warrington have to fight for the vacant title, I would still set Valdez up for that belt instead of making Lomachenko vacate. I think Valdez beats both Mares and Warrington so they don't have to worry about that. Have Valdez fight an eliminator right away.
With Valdez and Lomachenko as Champions that could be a nice unification bout in the near future. The only think we should hope for is for them to not overcook it. Top Rank tends to do that quite often. Loma and Valdez could always rematch in the future. It seems like people forget that rematches exist.
I seriously doubt they would want Valdez in there with Loma, but I think Valdez would be up for it.

Wasn't this fight supposed to happen last week, but canceled do to Thurman-Porter being off? So, shouldn't he have already been in training?
Something seems fishy.
