What's the problem? Povetkin & Klitschko had strict drugtesting if I remember correctly? I can't recall for sure but didn't Wlad refuse to use the Russian agency?

Wlad-Povetkin had a number of testing agencies used. NADA (Germany) and RUSADA were involved. I can't remember off the top of my head who the 3rd body was. Theres no issue here really. Wilder can ask the WBC to enforce VADAComment

Povetkin's Russian promoter won the bid therefore the local commission is responsible for the testing procedure. If the fight had been in the US it had been the state commission.Comment

If memory serves me right, the issue of drug testing nearly crumbled the Klitschko-Povetkin fight. Povetkin and Ryabinsky wanted Rusada and Klitschko wouldnt fight unless the German testing organization and the BDB oversaw the fight. Klitschko got his way in the end.Comment
