Garcia already beat him - He's just looking for bigger and better things. Probably also doesn't like a 50-50 split with a guy he's already beaten. Plus, let's not act as if Khan wasn't mandatory and Garcia literally JUST fought and had to fight Khan to keep his belt. So that's completely irrelevant.

I don't usually like Khan's antics but I have to be fair with him. And right now it's true that Danny Garcia's side has been making noise that they don't want to fight him.

People try to play up Khan's strengths and minimize his flaws, when he has more flaws than strengths.
