Notice that WADA does not allow retroactive TUE's for treatment chronic conditions. Then we have of course WADA specifically addressing IV in my above quote that forbids TUE's for any dehydration other than severe. So chronic dehydration would not qualify for a standard TUE because WADA has explicitly addressed it so consider it an exception.

a. Emergency treatment or treatment of an acute medical condition was necessary; or
b. Due to other exceptional circumstances, there was insufficient time or opportunity for the Athlete to submit, or for the TUEC to consider, an application for the TUE prior to Sample collection; or
You do realize that A doesn't have to be met if, according to B, there was insufficient time for the TUE to be applied for.
