Yes, they live in US the language is predominately English speaking why wouldn't you want to be able to communicate with the large amount of people who are watching you?
That's just lazy on their behalf, I wouldn't move to Poland and expect every Polish person to speak to me in English that's disrespectful.

Most of these latinos have the same understanding of the spanish language as black americans have of the english language if you catch my drift. You expect them to learn another language

Yes, but not beyond being basically conversational
If you set up shop in the US and want to appeal to the broader US market, some English is going to be needed (Latin fighters, fighting in CA/NV/TX, have far more leeway in needing to learn the language).
No different then a fighter who bases his career in Mexico needing to speak some Spanish, a fighter based in Quebec needing to pick up some French, a fighter based in Japan needing to learn some Japanese, or a fighter based in Germany needing to learn some German.

Guys like Felix Trinidad, Marcos Maidana, Ricardo Mayorga, Ruslan Provodnikov, Lucas Matthysse, etc. refused to learn English even though they all had extensive careers in the United States.
If you went to Russia to fight for a week twice a year, would you bother learning Russian?
It's different if the fighter lives in the US.
