You will rarely see an org give a top ranking to a fighter they know is not interested in fighting for their title.

Povetkin is a WBC fighter and is not available to fight for the WBO title, so the WBO is not going to put him in a mandatory position when they know he's going to turn it down.

A decade long undefeated streak will probably result in a high ranking after a loss, but not necessarily the #1 ranking. Klitschko is already contracted anyway for a voluntary defense, so he's not seeking out the mandatory position.

Orgs are not going to put fighters in the mandatory position that they know don't want the position.

Klitschko & Fury agreed to face Glazkov next, so they were given adequate time and allowed to fight each other.

But they lied to the IBF and then tricked the IBF by hiding their rematch clause. They left the IBF with no choice.

You say the IBF "only had to wait," but Glazkov's position was binding and he would have sought a court injunction. You can write "rules doe" all you want, but this scenario was taking place in reality, not your fantasy land. So laws, rules, contracts, agreements and rights can't be dismissed by writing "doe."

You've lied again by claiming Martin was installed as champion. 100% false. He was not awarded anything. He was the highest AVAILABLE contender and agreed to face the mandatory.

The disinterest in fighting for certain belts is fault of the sanctioning bodies, not the fighters, because they are the ones who refuse to work together and create a standard across the board.

And yes, just because a fighter doesn't want to fight for your title doesn't mean you don't recognize their standing on a world leve.
