you can't force a rematch on a mandatory fight. period. it's against the rules, it's against the law, and the WBA & WBO in a million years would never have forced fury to accept a rematch clause when he was the mandatory.
it is strictly forbidden in boxing. what you're suggesting makes no sense whatsoever.

You can't force a rematch clause on a mandatory challenger. It's against the rules and it's against the law. I'm sorry that you don't know anything about boxing. No amount of name calling changes that.
