There is a little substance in some of what you attribute to steroids. Apparently some do have a small carryover effect onto nervous system functiion, although that is not the main effect or the primary reason why athletes use them.
However there are plenty of other PEDs that specifically target the nervous system and thereby can assist with reflexes and awareness.
