There's no need for him to speak the Spanish language because he's an American. Also, the last time I checked Puerto Rico is part of the U.S. Which means it citizens share many of the same rights as Americans.

Hispanic isn't even an ancestry, its a 1960s invention by the American government for Mexicans a label when they begin to immigrate to the US in big numbers. Genetically their is no "Hispanic ancestry" but people who are a fusion of different people.

Yes this is creating an ancestry for political reasons. Latino isn't a blood thing it's an national origin and you don't need to be a Spaniard or Amerindian or of African ancestry. A full blooded Chinese person born in Latin America is Latino.
