No doubt there are people out there who would falsely jump on the bandwagon for their own personal gain. But the real reason most people don't come forward is because they don't feel they will be believed. That's more apparent when it's a celeb. Celebs have support from all over, it's big pressure to stand up to them and come forward. Even more daunting than usual.
As you mentioned with the Saville and BBC cases, just look how many young girls approached police after such attacks, just to 'be told to run along and stop being silly'. It's all on record.
When one, then several victims come forward, no matter how many years later, it gives the others courage to do the same.

This police brutality garbage ticks me off, I could give a **** ass what race the people are but the majority of time the ones getting beat up or shot are either thugs, criminals, druggies, morons, who have attitude problems, resist arrest, flee the scene or fight back and keep in mind over 90 percent of them have existing criminal history, now if these people were law abiding citizens and kind hearted and minding their business not resisting arrest and got beat up by the police ill be the first protesting.

Mayweather is on the run, everyone knows it but only a few are honest enough to admit it. Floyd has no chance against Khan at this point, he will get brutalized worse than Rodney King at a police convention. You are the kind of fan thats a surface dweller , you see whats in front of your face and cannot dissect what your see on a deeper level because you dont have the understanding , to you its all the same one guy fighting another , if A looked good against B then he must be as good or better than C , typical fan deduction , fighters grow another arm when they fight Floyd only its in their mind because they have nothing to loose and everything to gain .
