It's the reason why he's fighting over seas because save for the Gulf states of Mississippi, Alabama and Florida, he's not getting a license to fight in the major sanctioning bodies like the state of Nevada and New York where there is stringent medical examinations.

I agree he should retire for his health. Still they can't really refuse to license him when there are licensed fighters who lose most of their fights by KO and have been KOed dozens of times. His record is good compared to many boxers. Roy has to make the choice to retire and wants to continue. Why he wants to fight when he is clearly finished as a champion level boxer only Roy knows.
