Why is Amir Khan ranked higher than Danny Garcia?

I was looking at The Ring's current rankings and noticed Khan is ranked 3 welterweight and Garcia is ranked number 9? Garcia has no losses, Khan has 3 loss and Garcia knocked out Khan. Why is this so?

All Danny has done at welterweight is beat Paulie. Doesn't really merit a higher ranking.

Khan has beaten two former champs, while fighting at 147 and one of those guys was ranked top 10 at welter.

Garcia hasn't done anything at the weight.

Although, I'd have Brook at 3 after Manny and Bradley, followed by Porter and then Khan.

Edit: I forgot the Paulie fight lool ****, that was so meaningless.

Because Danny Garcia decided to be a trailer queen and sit pretty cherry picking like a little girl in a summer camp picnic

Khan could legitimately be considered the number 1 at welterweight, he forced Mayweather to retire, basically a checkmate move in chess. Pacquiao is likely going to duck him and retire too in all probability. Not that he's fought the best possible opponents, but he tried to make fights with two of the very best at the weight and they both ducked. This means that Khan's attempts to prove he was the best couldn't happen because the perceived "best" fighters avoided him, and prevented him from proving it in the ring.

If you're making these top level guys duck and ultimately retire you could legitimately be placed above them all to be fair to the kid. Is it time for Khan to be universally recognized as the King of 147 at least for the time being until his ascension to 154?
