Incorrect. The organizations agreed on a rotation, which is why Fury (WBO mandatory) was allowed to face Klitschko before Glazkov. IBF was up next. If Fury didn't agree to a VOLUNTARY defense against Klitschko, he'd have had no problem keeping his belts.
