I don't know why people are so surprised. Anyone who studied both fighters could see that Fury was/is all wrong for Wlad.

He has a punchers chance, this is HW boxing, but Wlad can't outbox Fury on the outside, he has no inside game, and has a poor tank so can't take Fury to war.

Wlad lost because he developed a style over the last 10 years that has not evolved one bit. Everyone knows how he fights and so did Fury. Did anyone really expect Wlad to bring anything new to the table? Wlad failed because his jab was neutralized and his right never came because of that reason.
Wlad still beats any man his own or lesser size than him because there is no "neutralizing" him unless you got a size and significant reach advantage on him which Fury does. Many tried, many failed.
He will never fall victim to another Sanders because he never comes out with his chin hanging any more. Smaller athletic powerful guys cant get past his jab and hold, they are not quick enough to land anything nor they have the strength to brake his clinches, nor do I ever remember a fighter actually trying to fight out of a clinch, they just stay in the clinch and complain rather fight out of it.
Now could Wlad beat Fury in a rematch? Of course he could, man is a veteran that fought many different ways over his career, however I'm not sure he can go back to his old ways in 6 months time. He needs to dump his trainer and reinvent himself just for this Fury fight.
I mean he is so stubborn that Fury had his hands behind his back and he still didn't throw......that's pathetic, I mean sure he is luring you in, but what kind of leverage could Fury really get on a punch while bringing his fists from behind his back....sad on Wlad, sad.....his own discipline failed him. He's not Haye, he's 6'9"!! worst that could happen is that you miss a punch.
Over the years Wlad has become less and less active in the ring, it was working for him but what he failed to realize is that one day, someone like Fury will come by and what has worked so far, wont work in the future. All these years against lesser guys he should have incorporated other elements, other punches toyed around a little if he didn't need to. His minimalist approach which he thought was genius ultimate failed him.
I really don't see the Wlad of old coming back, because if he does sure he can win. But again I dont see it. He's too old, you cant turn back 10 years of all that "muscle" memory.
I see the same fight again, with onus here being on Fury actually trying to mix it up rather than dance again although you can't blame him if he tries the same and it works.
Even though Fury wins again, I think there is more pressure on him. If Wlad comes in with a "nothing to loose" attitude we can have a great fight. If Wlad comes in thinking that he just needs to change a few things around he will loose even worse.

He can still fight on the outside if he at least starts shooting rights at Fury's body. He needs to come in and straight throwing right hands to the body starting in 2rd and try to soften Fury up a little, maybe even put a punchers glove on, who cares about protecting your hands when you are done if you loose this one?
And over the span of Wlad's career he had all sorts of game, I just don't believe he can bring those elements back, his current style is hard coded and that's the problem.
Again I see Fury winning this one because I don't believe Wlad can change.
What Wlad needs to do at the end of the day is just throw punches, let him miss and connect nothing, he just needs to throw something. His chin is not that bad, he needs to hold when something big lands on him but who doesnt really? He can take some shots on the way in, but is he willing to?
