Roy relied on his athleticism and wasn't text book skilled but that man was unbeatable in his prime.
While he did rely on his athleticism, there wasn't really any part of boxing that Roy wasn't really good at. He could fight in or out, throw combos or potshot, was a very good body puncher, and had a controlling jab when he needed it. He had a hell of a boxing brain, which is why he seemed so unbeatable when combined with his freakish physical talent.
For me it would unquestionably be Ali. I have never seen a heavyweight before or since who could move like a prime Ali. He had a great engine, very fast hands, a tremendous chin and a heart that made him the goat.
He also had underrated power (people seem to forget just how tough some of his opponents really were). In an era when the heavyweight division was at it's strongest Ali dominated. Even after losing his footwork he adapted and beat the best of that era. I think that shows the intelligence and boxing brain of Ali.
Imagine Ali pr-exile fighting someone like Frazier, he would have made Frazier look ******, dancing around him for 15 rounds.

I dunno about the Frazier part but a mid 60s Ali would never have lost to someone like Norton or Spinks.
