Canelo does have a pretty low work rate, I don't what that's due to, but his work rate is slow.

I think it has to do with his larger upper body, the fact he's tight and throws a lot of power punches, and maybe work ethic?

In any case, its pretty obvious when he's waiting for his 2nd air. Cotto can exploit this, if he can survive the first wave.
