Chavez is a former WBC world champion at 160. He can't make that weight anymore. He would naturally be given a top 15 ranking at the next weight when moving up as a former champion at the previous weight.
He moved up to 168 and won the WBC continental americas championship. He's undefeated at 168. I really don't see any reason why the WBC wouldn't rank him.
