That doesn't mean he didn't step on the scales, they are called 'unnoficial' because you don't have to step on the scales on fight night if you don't want to, and also because, 98 percent of the time, a fighter's fight night weight is above the 'OFFICIAL' division weight limit.

A little example for your pea brain. If the fight night weight was official, then it would mean that a guy like Terrence Crawford, who weighs 151lbs on fight night, was not in a jnr welterweight fight, but in a jnr middleweight fight, because 151 is way above the OFFICIAL limit of 140 for jnr welterweight bouts.
