Golovkin is a perfect sized middleweight, the truth is that the people that want him to move up have a very high opinion of him but they don't even notice. No one is calling for Jacobs or Quillin to move even though both struggle to make weight and that is because they are not worth caring about.

That's a lie. No one is refusing a fight. They offered Ward a fight, he said no.
