Andre already fought and beat all the best fighters in his division. He's undefeated. There are no best fighters in your guy's division. He fought nothing but bums (your word) or old, worn out guys (like Ouma, and I like Ouma).

GGG and his team answered it very directly: Andre Ward at 168 presents too big of a risk of a LOSS to GGG. They are not confident in his ability to win that fight. They would "consider" 164. They would fight Froch or Chavez at 168, lesser fighters for more money and less risk of GGG losing. GGG and his team do not believe he can beat the best at 168 so he will stay at 160.

Ward got a lot of mileage out of lesser Froch without going up in weight or meeting him in the UK. It's his best win, so you'd think credt worthy for the smaller, unproven guy
