      Because fighting for a WBC title or holding a title is a choice a fighter makes. A fighter has no say at all as to where or even if he appears in the rankings of any sanctioning body. I think the WBC plan is solid and that they should begin testing a fighter on the same day he is announced as having signed for a title fight.

      And there is nothing stopping a fighter from voluntarily participating in the WBC testing program as far as I am aware.

        It's a bit confusing actually. Because it seems that it's not really mandatory. It's just they are stepping in to encourage the fighters to enroll into it. And only the fighters within their Top 15.

          I believe that it is mandatory for WBC title holders and for title fights but voluntary for everyone else. They have released multiple statements on this new policy since their last conference in Dec 2014 and they do not all make perfect sense, like most things that come out of the WBC. Maybe they will clear it up a bit at their upcoming conference in China.

            It still seems like the WBC could weld as much power as they want to here to me. They could just as easily throw in that anyone ranked who doesn't volunteer to be 24/7/365 tested loses their rank or can't be chosen for a title shot or whatever. Again this is someone in boxing with power who's taken half measures on something that needs full measures. No one REALLY wants PED testing like it should be, even like it should be at a bare minimum which would seem to be all ranked fighters get tested.

              Doesn't seem like it. The only mandatory testing is the regular testing they've always done. The extra VADA testing will be voluntary.

              I think the only difference with the team-up is that the WBC will help pay for the testing.

                I think the reason why the WBC can't really make it mandatory is because they'd be stepping on the toes of boxing commissions. And it's the boxing commissions that have the authority to make random drug testing mandatory. And unless they do that, it remains voluntary.
