When you make over 20+ defenses in the same weight class they can't all be top 3 contenders. That said, the heavyweight division has been bad but he's fought everyone that was ever ranked high - first guys like Peters, Byrd, Brock and Ibragimov, then guys like povetkin, chagaev, and haye more recently. Who hasn't he fought?
