The point where it clearly stated he was tested BEFORE and AFTER the IV. If he tried to dilute his urine, they'd already taken his urine before hydrating and compared it after. Plus the listed how many different procedures they put the samples through, CIR EPO and HGH testing. If it passed all three of those test before and after, chances are nothing illegal was done. Plus diluting your urine shows up in a drug test. That's what happens to Jon jones which is why they CIR tested him and his values of .01 .02 and .03 were su****iously lower which meant masking according to Victor conte himself.They collected samples before and after the administration of the IV.
Mayweather declared the infusion in advance to a USADA doping control officer who was at his home for collection of a sample. Mr. Mayweather provided partial urine samples to USADA both prior to and following the infusion. 1. Because a fighter is severely dehydrated. SEVERELY
2. A fighter is trying to dilute his blood/urine in order to past a drug test

He used an enormous amount of solution to hydrate though. Even though 20 ounces of water is 591mL of water... ONE bottle of water. Also, an IV does NOT just flow into your body quickly, it is administered slowly. As of now this seems to be a non issue that should die.Comment

Salary of Travis Tygart, USADA
In doing some research I came across the 2010 IRS 990 Form for US Anti-Doping Agency. In it I was surprised to learn that its head, Travis Tygart received $335,000 in salary and benefits in 2010 (p. 36, here in PDF).
Tygart's salary is of note because USADA is a quasi-public non-governmental body which is almost entirely funded by the US taxpayer. For comparison, the Secretary of Defense (along with other members of the cabinet) is payed $199,700 per year. The state of New York has recently proposed capping the annual salary of non-profit CEOs that rely primarily on public funds at $199,000.
Is Tygart's salary too high? Too low? I'm not sure, but given USADA's reliance on public funds, it does invite scrutiny. More on that coming soon.
