Anytime a fighter/promotional company is claiming they want to clean up the sport and would rather pay double for the testing agency that is LESS EFFECTIVE at catching cheats, that's a red flag right there.

The situation is a bit similar to a tax payer who hasn't paid all his taxes yet. When the police stops him for speeding he takes the opportunity to pay the police with the tax money to avoid any charges. However, the police doesn't collect tax money for obvious reasons.

In a similar way, the USADA people who came to Floyd are kind of drug police, and USADA's fees are of course not collected by USADA's police who are conducting the doping tests, for the same reasons as it is inappropriate trying to bribe the police when speeding.

So Floyd's check clearly looks like a bribe.
