Only problem with that is Mayweather would have needed to have an IV just before every time he was tested and he didn't know when they were going to turn up. Athletes can't send them away and avoid them anymore like Armstrong used to.

USADA never told us prior to the IV that they had their own TUE, and they never kept us informed about it being administered.

What has USADA not notifying NSAC got to do with Mayweather notifying USADA? He claimed Mayweather didn't notify USADA and they caught him, USADA say different.
