Aren't there PED abusers in the HOF now. Off the top of my head I know Tyson has admitted to PED usage although I think the only banned substance he's been caught using is weed. Toney has been caught outright of using PED's & punished & I'm 100% sure he'll be in the HOF.

But to honestly answer the question Floyd should pay a hefty fine in the 9 figures, plus have many of his fights turned to NC. Plus be barred from being inducted in the HOF.
Anyone who doesn't think Floyd cared about legacy is crazy, he just knows he doesn't have do much to be inducted and be considered an all time great.

LOL @ banned from the HOF. Toney will be in the HOF. Tyson is in the HOF. RJJ will be in the HOF. Tarver is gonna be there. Mosley will be in there. The HOF could open a PED wing at some point in the future with all the exceptional boxers popped for or admitted to PED usage.Comment

A bit of a understatement. He took 750 of IV fluid when the suggested amount is 50? And the appropriate body didn't allow him to do it.
There is enough controversy in the first fight that it should be void now and a rematch given. Floyd might be given a fine or give compensation in some form.Comment

It could be quite damaging financially.
For example, Lance Armstrong was ordered to repay $13 million in bonuses from one company alone.
And he has a pending $100 million dollar fraud lawsuit being filed against him from the US government, off of $32 million in sponsorship earnings. Because fraud damages can be trebled. Meaning you can sue for ~3 times the damages.
So just off the Pacquiao fight, if it came out that Floyd was doping, he could face up to a $900 Million lawsuit. To bring that into perspective, Floyd's career earnings to date are $420 million...
