Who can Lomachenko fight on November 7?

My understanding is that Rigondeaux is basically saying, "I'm offering you the fight for fair money. We have to do it for history. Arum is offering ridiculous money. My promoter offers you 1.5 million. Talk to Arum and make the fight."
I'd personally love to see them fight. However, if Rigondeaux signs with Haymon, that kills the fight. Of course, Rigondeaux could move up in weight and since he holds the WBO title, that force Lomachenko to fight him. Like when Garcia got a shot at Martinez when he moved up to 130. I think that would make Rigondeaux Lomachenko's mandatory. But really, all that needs to be said is...

It's funny last time they said they were going to offer Loma the money to fight him.
But then Rigo said that Arum didn't give him a good deal. I thought Rigo was going to offer the money?
Now they're doing the same thing, Caribe is supposedly going to offer Loma the money.

Doubt that Arum makes that call, ever.
Rigondeaux is a 34-year old bantamweight, fighting out of his division off of sheer talent; there's no way in hell that any handler, with Rigondeaux's interest at heart, is going to put him in against a fighter who cuts down to two divisions above where Rigondeaux should be, physically, fighting and then let that fighter rehydrate up another ten pounds from the weight.

I see no evidence that Rigo, who was 128 in the ring against Marroquin 3 years ago, can still comfortably make 118. That seems to be the current excuse for why he can't fight Loma, which is a shame. Hopefully Loma can get someone who can really push him. A Salido minus the 100 low blows, if you will.
