I’ve made it clear to Travis Tygart that this should not happen again. We have the sole authority to grant any and all TUEs in the state of Nevada. USADA is a drug-testing agency. USADA should not be granting waivers and exemptions. Not in this state. We are less than pleased that USADA acted the way it did.”

The IV was administered after the athlete had already been notified by the USADA DCO and in the presence of the USADA DCO. In addition, Mr. Mayweather declared the infusion in advance to the USADA DCO, who was made aware of the need for the IV due to Mr. Mayweather’s physical condition and who continued to monitor Mr. Mayweather throughout the administration of the IV by the paramedic and thereafter until a full sample was collected from Mr. Mayweather.

It is apples versus oranges because Pacquiao needed approval for his medication, so filling out the form correctly and indicating an injury was important to him getting the medication granted by NSAC. Whereas Mayweather did not need that same approval, he was treated a day prior. He wasn't seeking to use medication at the last minute a few hours or less before the fight took place.

So you have finally admitted that Floyd didn't admit to being severely dehydrated. So going by what you even stated for Manny, Floyd should be in trouble for lying on the form. Also, like you said for Manny, how can it be even true if its not on the form?
